WhatsApp Call or Mobile Call: Which Is Cheaper and Where It's Allowed
For AI calling in the Middle East, telephony is the biggest cost line. A WhatsApp call is 15–25 times cheaper than a mobile call, but you can't call everyone there, or anytime. Here are the numbers and the rules.

Where telephony is cheap and where it isn't
Telephony costs vary tens of times from country to country—any public cloud telephony price list shows it. Roughly, there are three groups:
| Channel or destination | Telephony |
|---|---|
| WhatsApp—countries where business calling is available | cheapest, barely affects the total |
| USA, Mexico, Brazil, Colombia | inexpensive |
| Mobile numbers in the UAE, Saudi Arabia, South Africa (from a foreign number) | expensive—15-25 times more than a WhatsApp call |
The takeaway is simple. In the Americas, telephony is cheap and the channel makes little difference. In the Gulf and Africa, a regular mobile call is most of the cost of AI calling, and WhatsApp cuts it by an order of magnitude.
Why you can't just call everyone on WhatsApp
Business calls on WhatsApp are stricter than personal ones. The platform rules, in short (Infobip, Meta):
- Permission first. Before you call, the person has to accept a “May we call you?” request.
- Request limits. No more than one request per day and two per seven days to the same person.
- Missed calls. Four unanswered calls in a row and the permission is revoked.
- Not from every country. Business numbers from some countries (including the US, Canada, Egypt, Vietnam and Nigeria) can't place outbound calls. What matters is the country of your number, not the contact's.
- Consent only. Meta treats calls without consent as a violation of its rules.
In other words, WhatsApp is a channel for people who have already replied. It doesn't work for a cold first touch.
The flow that works
The flow we ended up with combines two channels:
- First touch: a call to a regular phone where that's allowed, or a WhatsApp message.
- Replied in chat: we offer a WhatsApp call. If they allow it, we call there.
- Two missed phone calls: we write on WhatsApp and email instead of dialing a third time.
- Warm lead: the conversation moves to a sales rep, usually on WhatsApp too, since that's what clients in the Gulf and Latin America are used to.
Where it pays off most
- UAE and Saudi Arabia. Mobile calls are expensive, and WhatsApp is the main work messenger.
- South Africa and Nigeria. Calls from foreign numbers are expensive. The alternative is a local number: calling South Africa from one is many times cheaper.
- Latin America. Telephony is cheap, but WhatsApp is the familiar channel, and calls there get answered more often.
FAQ
Can an AI agent make WhatsApp calls on its own?
Yes. Technically a WhatsApp call works just like a phone call: the agent talks, and the conversation is recorded and transcribed. The limits are the same as for a human: the contact's permission and the platform's caps.
Do you need a separate WhatsApp number for each client?
We recommend a separate number for each project. That way projects don't affect each other.
How many calls a day can you make after consent?
Sources disagree, from 5 to 100 per day per contact. For sales it doesn't matter: more than one or two calls a day to the same person is annoying anyway.
